Facilitating Dialogue for a Greener Future: Q-PLAN Introduces the Environmental Protection Planning Tool

How can regional and local authorities bring stakeholders together to discuss, understand, and act on environmental challenges? Through the ROBIN project, Q-PLAN International has helped develop the Environmental Protection Planning (EPP) Tool, a practical instrument that turns environmental data into meaningful dialogue.

Developed as part of the ROBIN Toolbox, this tool supports regional and local administrations — along with associated agencies, researchers, and civil society organisations — in assessing their environmental performance and setting shared priorities for sustainable development.

  • A Tool for Dialogue and Understanding
    The EPP Tool is designed to be used in participatory workshops and policy discussions. It helps stakeholders build a common understanding of the state of environmental protection in their region — identifying where progress is strong, where gaps remain, and which areas should be prioritised. Using 32 environmental indicators, it provides a clear, data-informed picture of local challenges related to air, soil, water, biodiversity, and pollution.
  • Empowering Regional and Local Authorities
    Built with and for Europe’s regions, the EPP Tool enables local administrations to strengthen their environmental governance models. Tested and validated across Europe through ROBIN’s pilot regions — Andalusia, Central Macedonia, Baden-Württemberg, the Southern Region of Ireland, and Žilina — the tool supports the creation of robust, inclusive, and locally tailored bioeconomy strategies aligned with the European Green Deal, Circular Economy Action Plan, and EU Bioeconomy Strategy.
  • Co-Created for Real-World Application
    The EPP Tool was co-designed by Q-PLAN International and project partners, in close collaboration with regional authorities and stakeholders. During extensive testing, it proved valuable as a conversation enabler — turning data into dialogue and helping stakeholders prepare for decisions about what actions totake, where to focus investments, and how to improve coordination for environmental governance.
